In 1910 (Year 43 of the Meiji regime), the 5th Governor-General in Taiwan, Sakuma Samata, implemented the “Five-year Indigenous Administration Program”, where Japanese troops launched attacks, advanced barrier defense lines and set up electric wires to suppress resistance carried out by indigenous people. They also carried out geographical surveys, mineral surveys, created maps, and investigated agricultural conditions in indigenous territories, as well as assessed the security situation during the “Five-year Investigation of Indigenous Territory Within the Barrier Defense Lines”, in preparation for developing the resources located in the mountain regions.
