Due to setbacks in fighting the Communists, the ROC government relocated to Taiwan in 1949 (Year 38 of the ROC calendar). When the US issued the China White Paper, Taiwan was plunged into an unprecedented crisis. In the following year, the Korean War broke out and stimulated the formation of the Cold War system, under which Taiwan was included into the democratic bloc led by the US. Taiwan, Penghu, Kinmen and Matsu thus became an anti-communist front-line in the Western Pacific, and were known as “the fortress of anti-communism of free China.”
