After the WWII broke out , the government carried out the “Five-year Plan of Expanding Productivity”, starting in 1938 (Year 13 of the Showa regime), focusing on the development and management of industries related to military needs such as coal, gold/silver/copper mines, oil, industrial salt and electricity. Later, in 1942 (Year 17 of the Showa regime), a second five-year project was launched. Once again, this plan was driven by war considerations, and the products were mainly aluminum ingots used for building aircraft.
