Under the cover of anti-communism, the Governor of Taiwan and the commander in chief of Taiwan Garrison Command, Chen Cheng, implemented martial law on May 19, 1949 (Year 38 of the ROC calendar). For several decades after this the government restricted people's freedom of speech, as well as freedom of assembly and association. In terms of interior affairs, the political cadre system was restored in the military, and the political machine was used to control art, culture and the mass media, while the political affairs system was embedded in the education system.
