Taipei, where the Office of the Governor-General was located, was also the administrative center of Taiwan under Japanese rule. After urban planning was implemented to improve living and health conditions in Taipei, it became the destination of choice for Japanese immigrants and businessmen. There was thus a massive influx of wage earners who had been exposed to modern technology, education and lifestyles. With the centers of governance, business and culture in one location, Taipei was the most important city in Taiwan during the Japanese period.
