After the 1930s, the Office of the Governor-General placed greater emphasis on the economic autonomy of farming and fishing villages, thus promoting the “Village Revitalization Movement” with the hope of completely transforming rural communities and establishing a new social order. During WWII, the social reformation movement system became a mobilization organization to support the war effort. One the one hand, Taiwanese people had to lead more frugal lives, while on the other they had to face the immense cultural pressure of the colonizers under the Japanization movement, where they were encouraged to give up their languages and names, and to fight on the side of the Empire.
