In 1921 (Year 10 of the Taisho regime), a group of intellectuals formed the Taiwanese Cultural Association. Using publications, libraries, public lectures and summer schools, the association tried to enlighten the Taiwanese people and demanded changes to the political system from the Office of the Governor-General. They criticized the Japanese colonial system, in turn starting various political and social movements among Taiwanese people.
