Japan also imposed its legal system on its colonies, with the laws and decrees on which all administrative work was based being published in the Office of the Governor-General's communiqués. The appointment of government officials was based on a system of qualifications and protocols. This authority extended all the way to the villages at the bottom of the hierarchy, where police stations, town/township offices and schools were established.
