In the late 16th century, as the Sengoku period drew to an end in Japan, Toyotomi Hideyoshi sold legal trading certificates to maintain control over foreign trade rights, as well as new technologies, in many parts of Asia. Tokugawa Bakufu then adopted this policy, and further enhanced its effectiveness.Between 1604 and 1635, approximately 356 Shuinsen(Red-seal ships) obtained Shuinju to conduct trading in various parts of Asia. The primary trade locations included: Taiwan, Manila and nations throughout Southeast Asia. This is the Shuinju awarded to Dutch captain Jacques Groeneweg by Tokugawa Ieyasu in 1609.
